What is Jobs Guarantee?

Jobs Guarantee is a government-funded programme that helps employers offer paid placements to young people aged 18 to 21 who are on Universal Credit and have been unemployed for 18 months or more.

What do I need to provide as an employer?

A genuine vacancy or additional role for at least 25 hours per week, paid through PAYE, with day-to-day supervision and a supportive environment. You also need to review applicants, take part in interviews, and make timely hiring decisions.

What funding is available?

Within scheme limits, wage costs are reimbursed up to 25 hours per week at the relevant National Minimum Wage. Employer National Insurance and minimum pension contributions are covered where applicable. Employers can also claim up to £250 per participant (exclusive of VAT) towards eligible set-up costs (for example uniform, PPE, IT equipment, or workplace adjustments linked to starting the role).

When are wages reimbursed?

Reimbursements are made in arrears, so employers must be able to cashflow wages up front. The first reimbursement is typically received around six to eight weeks after the start date, then on a four-weekly cycle following evidence that the individual is in work.

How does the process work for employers?

Register your interest, then we will confirm role requirements and guide you through vacancy set-up and approvals. You will receive applicants, shortlist and interview, then complete onboarding through your usual processes. Employers will use our Jobs Guarantee Employer Portal to list vacancies, get roles approved and receive applicants

What support does the young person receive?

Participants receive two weeks of pre-placement preparation, then ongoing Career Coach support in work with regular check-ins. Young people can access a £300 bursary and specialist mental health support.

I am a young person. How does someone join?

Young people must speak to their Jobcentre Plus work coach. If you are aged 18-21, and have been on Universal Credit for 18 months or longer, they can refer you onto the programme. We will support you through the process from there.
